In Exchange 2007 the Windows PowerShell runspace and the Exchange snap-in have to be installed on the management workstation and also require full RPC connectivity to the managed Exchange servers. This proved problematic in complex domain and network environments. This also required that every management station needed the Exchange binaries installed and maintained anytime updates were released. As mentioned earlier, with Exchange 2010 and Windows PowerShell 2.0 all administrative communication is now handled over TCP/IP port 80 or 443 and not over random RPC TCP/IP ports. Because these ports are commonly open to provide access to the Internet, this provides encrypted communications more easily through a firewall. Although the Exchange 2007 management framework brought many great functions with Windows PowerShell, it had a number of deficiencies. In the EMS in Exchange 2007 the cmdlets execute on the server it was run on. Therefore you had no ability to throttle or control the resources that these cmdlets would consume. In Windows PowerShell 2.0 communication is handled through WSMan, which provides the ability to throttle connections to reduce the likelihood that an administrator can negatively impact client performance by performing too many administrative tasks against the Exchange server.
